Executive Presidency : Appeal to Abolition
Several high-profile individuals in the civil society and reputed organizations have come together in making a call to whoever who wins the upcoming presidential elections to give an undertaking to the people to abolish the Executive Presidency. ”The only way ‘system change’ can even begin to be delivered is by abolishing the executive presidency.” they highlight in the statement.
Those who signing this petition urge all candidates running in the upcoming 2024 presidential election to publicly promise to eliminate the executive presidential system in the first year of the next Parliament.
In 46 years since the 1978 Constitution was implemented, it is evident that the executive presidential system has failed to achieve its intended goals of economic growth, communal harmony, and political stability. Executive presidentialism has had little to no effect on development. It has deteriorated peace and stability instead of enhancing it, by heightening ethnic conflict and leaving our political system vulnerable to frequent crises.
The executive presidential system produces these undesirable outcomes because, through its lack of accountability and responsiveness, it allows authoritarianism, corruption, and incompetence to trump the common good of Sri Lanka and Sri Lankans.
“We therefore strongly believe that this is the single most important reform that is essential for the meaningful and irreversible re-democratization of Sri Lanka.”
While recent experience since 2022 has only highlighted the autocratic potential of this system, we recall that in the history of presidential elections since 1988, there have been more popular mandates than not for the abolition of the executive presidency.
Most recently, the people clearly made the connection between this system and the causes of bad governance and economic collapse when, during the Aragalaya of 2022, they called for ‘system change’. The only way ‘system change’ can even begin to be delivered is by abolishing the executive presidency.
Alliance Development, Association of War Affected Women, Centre for Policy Alternatives, Eastern Social Development Foundation, International Centre for Ethnic Studies, Institute of Political Economy, Law and Society Trust, and Transparency International Sri Lanka have all pledged their support for this campaign.
