Several High-Security Zones in Colombo District!

Sri Lanka’s President and Defense Minister Ranil Wickremesinghe has issued an extraordinary gazette notice declaring several strategic locations in the Sri Jayawardenepura area, the capital of Colombo and the administrative capital Sri Jayawardenepura, as high-security zones only within the Colombo district.

When there is a planned march and a rally in Colombo to be held in noon Today – September 24, demanding solutions to the current socio-economic-political crises in the country, some people are commenting on how democratic it is to suddenly designate those places as high-security zones.

According to the gazette notification, the Parliament Complex and its surrounding areas, Supreme Court Complex, High Court Complex- Colombo, Magistrate Court Complex- Colombo and Attorney General’s Department, Presidential Secretariat, President’s House, Sri Lanka Navy Headquarters and Police Headquarters in Colombo, The Ministry of Defense and Sri Lanka Army Headquarters in Akuregoda, Sri Lanka Air Force Headquarters in Slave Island, Prime Minister’s Office (Flower Road) and Temple Trees (Kollupitiya) and Official Residencies of the Secretary to the Ministry of Defense and the Commanders of Tri Forces have been designated as high-security zones.

A gazette notification declaring high-security zones in Colombo and nearby areas has been issued after many years.
The competent authority is empowered to make provisions for the regulation of certain activities within the High-Security Zones based on the security situation or during special occasions.

Unless the prior written permission of the Inspector General of Police or Senior Deputy Inspector General of Police in charge of Western Province is obtained, no person is allowed to conduct or hold a public gathering or procession whatsoever on a road, ground, shore or other open area situated within the High-Security Zones.
